I added an extra patch to apache (no version bump this time) that fixes the
mod_perl vs. mod_cgi interaction problem.  It's actually a bug in Apache.

If you rebuild the Apache pkg and overwrite your /usr/pkg/sbin/httpd with
the one in work/apache_1.3.3/src/httpd, you should be able to run CGI and
mod_perl simultaneously.
