Is it worthwhile to define a make variable

	BSD_PKG_MK=1

in bsd.prefs.mk?  I'd like to have a variable to check in mk.conf to
determine if mk.conf is being included by bsd.pkg.mk or bsd.prefs.mk
so I can conditionalize the definition of a whole class of make
variables.  This should reduce the make variable "namespace pollution"
that currently exists.
