What is the rationale for pkg_info being in /usr/sbin rather than
/usr/bin?  It occurs to me that "regular" users may wish to know what
is installed on a system.  Having easy access to pkg_info seems like a
good way to provide the information.

Is there some reason for it to be hidden away with system binaries?
