That'd mean a pkg with LOCALBASE / or /usr, and "@options preserve" in 
PLIST, if you *really* want to do this. 

But I don't say you should.

I don't know what a good solution for this is. Maybe look at what FreeBSD 
does... (we could use that for fileutils too...)
