That's what's been done all the time, our web-stuff works this way; It's 
just not in the src repository (htdocs, instead).

The problem I had (have) with moving Packages.txt into pkgsrc's root dir 
is that we're about to clutter this a bit, but as people don't seem to 
mind it... (i'm waiting for someone to move over packages.7 there, too...)
