It doesn't have to be written in roff. It can be plain text (see
INSTALL). But it should be in the base system. Documentation belongs
with the stuff that uses it. If something documents the package
system, it belongs with the package system.

BTW, I think we're going to try switching to the DocBook DTD in the
medium term for documentation.
