Yes.  I could not get consistent results for the system while building tools. 
In order to make sure I was using the correct toolset, I used USETOOLS=never in
mk.conf.  This way when using the stock-system, I was using the tools as
compiled by netbsd, and when using the -i686 system I was using the optimized
toolchain.

USETOOLS=never was used only for the timed test builds.. not the builds of the
tested systems themselves.
