It seems to me this is better handled in the application layer, by
initiating multiple connections in parallel and using whichever one
completes first. That, after all, covers _all_ reasons one connection
might fail, or even just be slow.
This is especially so because not all applications _want_
happy-eyeballs behaviour, so doing it in something that isn't
application-specific seems to me like a Bad Idea.
