I think it matches the documentation. The names might be confusing.

"reload" is for (re-)loading a configuration file (but leaving all connection
state alone).

"load" is for loading a saved connection snapshot (written by "save").

It also adds:
“Loads the saved configuration file” before it adds "and a connection".
The saved configuration file here isn’t “/etc/npf.conf”?

It’s fine now I’ve seen it.
Load loads file and connection.
Reload loads configuration from file.
