Eh, no...

So not only are we supposedly trying to respond, but it doesn't
even work.

I tested with tcpdump and "ping6 -a a <destination>" from a 9.3
host to a 9.99.104 host, and I see the outgoing query but not any
response.  Normal ping6 to the same host works just fine.

Sigh.
