The repeated_updown test is known to cause a hang, but it is not
skipped.  And even if it didn't cause a hang, having tests disrupt
connectivity by taking interfaces down is not acceptable, even
temporarily.

Please disable the test or make it skipped by default.  If you don't,
I will.
