I219 ethernet support

Hi,
   In dev/pci/if_wm.c support for the I219 is currently ifdef'ed out
with the comment that it doesn't work yet.

Is there anything I can do to help test things to get this working as I
have a rapidly increasing collection of machines that have this card in
them (current generation Dell latitude's and Optiplex's all have them).
