Well, the limit only applies during slowstart. It can be beneficial to
do something like this since it deals with delayed acking prolonging the
slow start duration[0]. It's just that it needs to be toggleable since
bad things can happen.

and enabling/disabling delayed ACKing would be a "intresting" project
for the motivated coder.
