Um, you're missing two things for a pullup request:
* a developer familiar with the code in question that can send
the pullup request
* information on what to pull up, usually in the form of a source-changes
mail (url to mail-index.netbsd.org OK).

information. I see no clear mention of what commit fixed the problem, the
"tcp_input.c 1.213" sounds more like guesswork.
Can you
1) confirm that the bug exists in netbsd-2 as it stand,
2) apply "tcp_input.c 1.213", rebuild etc. and
3) check if the bug still exists after that
?
A "yes, that's it" would be needed for the pullup request to commence.
