Is this a tcpdump of the external ethernet, or of the pppoe? Looks like
ethernet.
Do a tcpdump of the pppoe interface, which should remove one layer.
I see no reason why the ingress filtering should catch you, but perhaps it
has. Try toggling link2 on on stf0.
