I've looked at this more deeply, and it turns out I was spouting
nonsense: it works perfectly well to bind the socket first.

My apologies for the implied misinformation.  (Though this does mean
that attempts to (re)bind an already-bound socket must be failing,
which I find far more astonishing....)
