I've upgraded the 1.5.3 box to -current, and now it works
with the in-tree racoon as well as the pkgsrc one.
So it looks more like a 1.5 specific problem than a racoon
version thing.

(There are some issues wrt building the pkgsrc racoon which I'll
address separately.)
