Hm, I take it back... it does not seem to be an ALTQ problem; ALTQ simply
helps long flows get to the state where there's a failure.   

There are an amazing number of wholly duplicate packets arriving
when I am using the -current box as a bridge; remove it from the
ethernet and the problems seem to go away.

discover vs non-discover doesn't appear to make a difference; 
there is no problem with scp protocol 2 to or from the box that's
the bridge; it doesn't appear to be an obvious CPU cache problem...
