As discussed on tech-net last week, I've just committed changes to
-current which delete the "ipip" tunnelling interface.  Users should
use "gif" instead.

Unlike ipip, you are not limited to a kernel-config-time fixed number
of gif instances.  The gif interface is a cloning interface -- as
such, you need to create instances of the device using "ifconfig gifN
create" before configuring each instance.
