This made me remember that the delay in ex_reset() is shorter in 
syssrc/sys/arch/i386/stand/lib/netif/3c90xb.c:1.6 then in
syssrc/sys/dev/ic/elinkxl.c:1.61.

This made a 3com card I once had in my hand fail when I tried to use
to netboot. Making the delay equally long in 3c90xb.c made it work.
