bootpd's documentation doesn't, but it describes how to start bootpd
from inetd.

inetd(8) documents the

address:service-name 

syntax to bind to a specific local address.

> DHCPD seems to suffer similarly.  

dhcpd's man page contains:

SYNOPSIS
       dhcpd  [  -p port ] [ -f ] [ -d ] [ -q ] [ -t | -T ] [ -cf
       config-file ] [ -lf lease-file ] [ if0 [ ...ifN ] ]

if0 .. ifN are interface identifiers.

it will be interesting to hear if this combination works..
