there's an message type defined in the protocol to set this, but i've
never seen any client code that actually sent it, only server code
that handled it, and no mention of what would happen if the client or
server exceeded this size.

it ought to be as simple (in layman's terms) as adding an option to
the client to request this of the server.  the implementation of such
is left as an exercise for the reader.
