Ethernet is inherently a broadcast medium; configure the thing with
whatever netmask is appropriate, and add a route to the other
machine on that `network.'

Yes, although you may be using a different meaning of proxy-arp.
You can configure NetBSD to arp for other devices by adding a "pub"
arp entry for that device. If you want it to act as a pseudo-bridge,
however, it doesn't do that at the moment.
