Are you by any chance using the domestic telnet?  ;-) Only the
international one does ipv6.

Another thing to stub out some logic is tcpwrappers.  You need to
short-circuit any "ALL: unknown paranoid" lines you may have in
hosts.allow.  For example this will do the trick for fingerd:
	
	# for ipv6, which confuses poor tcpd/tcpwrappers
	fingerd:0.0.0.0:allow 

	$ telnet capsicum.ipv6.wsrcc.com finger
	wolfgang
	<cr>
	[tons of finger output snipped]
