IRQ 2 and 9 are the same thing in PC boxes with a 16 bit ISA bus.
But 280 and irq 2/9 is no good setting for a NE 2000 anway. Reconfigure
it to IO Port 300 and IRQ 10 and make sure that the BIOS won't use IRQ 10
for PCI cards.
