is there anybody supporting X.25 AF in kernel (/sys/netccitt tree)
   and the corresponding utilities ?

We've only kept it compiling; we haven't done any significant work on it.
As far as I know, the only utility in 4.4 that used the X.25 layer was
XNSrouted.  If that's all you need, it should be pretty trivial to port.
