Subject: 1.6 UPDATE target still updates various files

A "./build.sh -u -U -D /home/src/netbsd-1.6" still updates various
binaries although UPDATE is set (with -u).

For example:

The src/sys/arch/i386/stand/ directories are updated, and new
usr/mdec/biosboot.sym, usr/mdec/pxeboot_ia32.bin and similar files are
installed again.

And usr/sbin/dbsym and usr/sbin/mdsetimage are installed again.

And whatis.db is regenerated.

And the share/zoneinfo zone files are regenerated. Should this use some
object directory first? And then on an UPDATE compare the timestamps
between the obj directory and destdir first?

Any comments about any of these?

Should I send-pr any of these?
