It would be great to at least get sysctls to control arc size into the
tree, vs a number of copies uncommitted.  I can see that some might seem
experimental and not clearly useful, but a lot are obviously something
that someone might want to look at and change.

To me, under 10, the real issue is locking bugs that cause the entire
system to lock up, and tweaking performance is far from the problem.
