Yes.  For what it is worth, it net boots NetBSD with the BIOS loader and it was
net booting FreeBSD.

I made the change from PR #59978 so it will actually get nfs.kmod.  This has the
same problem.  The hardware boots efi off of the USB media.

Since the only interesting argument to ExitBootServices is the memory map, I
have to wonder if that is incorrect some how.
