And it also hang forever when starting init, which remains waiting for
lbolt. I can work this around by just breaking in DDB and exitting, or
by inserting a USB device.

A few tests:
- dixable x2APIC in BIOS: same behavior
- boot -1: same behavior
- boot -2: manu devices report configuration problems, keyboard does not work
- userconf disable ioapic*: same as boot -2

I also tried building with PCI_INTR_FIXUP, it does not help.
