fast softint preemption

Hello
I have a question about fast softints: can the LWP running the
softint be preempted when it does not block ?

I'm still trying to understand port-arm/52603, and fast softints looks
like a possible path were a userland lwp could be unloaded/reloaded
on a CPU without a pcu_switchpoint() call ...
