Yes, but:
1. it has been existing practice
2. it is not easy to find the missing value from cvs
3. when someone wants to add a new value, it is best to understand that
   this is now being re-used (or it has been used recently).

Anyway, does not matter too much. And since Kamil does not want to do it,
it will not get done :-)
