As someone who _is_ a native anglophone, I'd say it depends on what it
does.  If Q_SETUSE really does set a limit, then the only confusing
thing is the SETUSE name, and there's nothing superfluous.  If it sets
something else, then saying it sets a limit is not just confusing or
superfluous, it's outright _wrong_.

Based on looking at the kernel code behind Q_SETUSE, I believe the
latter is the case, that quotactl(2) should have s/ limits// applied.
