If, yes.  But there isn't "no run-time hit".  It's tens of megabytes of
space on the boot partition, and, unless and until the bootloader is
improved to drop the debugging symbols, it's tens of megabytes of wired
kernel memory.  (Cue the thread about how machines with less than a gig
of RAM are antiquated and should be ignored when deciding how NetBSD
works.)
