Only if you establish a separate shutdown hook for each instance of
(say) cgd or vnd.  After all, it's entirely possible to have cgd atop
vnd and vnd atop cgd both at once on the same machine (different
"disks", to be sure); no single compile-time, nor even boot-time, order
can possibly be right.
