when i committed the code with the descriptions in it, i sent pullup
requests for 2.0.  when this discussion started, we (the 2.0 releng
team and i) agreed that pulling up the kernel change with the
descriptions in it might be a tad contentious.

the libc change, on the other hand, should not be.  so that was pulled
up.
