Right.  In that case, I shall proceed.  I've had a private suggestion that
changing the semantics of ntp_gettime(2) is a bad idea, so for now I plan
to leave that alone and just garbage-collect sys_ntp_adjtime and
sysctl_ntptime in the !defined(NTP) case, along with any compat
equivalents.

FWIW, I still believe that changing the semantics of ntp_gettime(2) is the
Right Thing to do, but it's clearly contentious, so I'll leave it out of
this batch of changes.
