What I wound up doing was building the distribution sets, then untarring the built sets into the exported root directory. That was sufficient for everything but binary packages. For binary packages, I had to first use a non-https URL to install pkgin and the Mozilla root certificates, then I could switch back to the regular URL.

At some point I need to set up a script to do this. (And also establish a set of NeXT-style symlinks for [fixed]/etc[/fixed] and [fixed]/var[/fixed] into a template [fixed]/private[/fixed], so systems of the same type can share the same exported root.)
