makefs -t cd9660 will create bootable CD-ROMs for i386, but I
believe there are missing pieces for sparc, mac68k, macppc, and other
architectures.

Of all architectures, the Macs appear to be the most complicated of
all to boot from CD-ROM.  IIUC, the bootloader for Apple Macintosh
computers must be labeled with a special "type" and "creator" using
Apple's extensions to ISO9660.  Apple's extensions are documented on the
web, <http://developer.apple.com/technotes/fl/fl_36.html>.  It might be
that you can add support for the extensions in a weekend.
