I intend to move postinstall from /etc to /usr/sbin, and make
it part of the 'base' set.

Benefits:

    *	Removes the need for funky invocation instructions for
	postinstall, such as "extract etc.tgz".

    *	Many of the issues that postinstall checks/fixes are
	related to new versions of applications in the 'base'
	set, not just the configuration files in 'etc'.


I'm still considering whether this gets installed as a script
from in usr.sbin/etcupdate, or I create a separate
usr.sbin/postinstall.

Any comments ?
