I’m not exactly certain what “the idea” is here, so it’s a bit hard to respond specifically.
I will say, however, that better information on using JTAG with embedded boards on NetBSD would be great from my perspective.
I have some BeagleBone Black boards and have wondered about using the JTAG connection, but so far it’s a bit beyond my knowledge. More information could change that, though.
Perhaps you know this already, but openocd is available in pkgsrc and gdb is a standard OS tool, so setting up a NetBSD host to use it should be easy. I don’t know what special USB driver support is required for the hardware adapters, though; I suppose that is what you are really talking about. It would be great if the NetBSD drivers worked well with some (many?) JTAG chips.
Even if you document clearly what works and what doesn’t, perhaps someone with more knowledge of the drivers could help.
