Pull up following revision(s) (requested by tls in ticket #519):

        common/lib/libc/stdlib/random.c: revision 1.9
        tools/compat/compat_defs.h: revision 1.134
        tools/compat/Makefile: revision 1.98

Make builds reproducible across hosts with different libc random() implementations.
