arm: optimize splx (take 2)

Lower cpl _before_ testing ci_pending_ipls. Be explicit about the order
of operations by sprinking some __insn_barrier().

Ampere eMAG survived 12 hrs of continuous "build.sh -j32 release" with
this change.
