Add support for mercurial (Hg)

This version will use hg if in a src directory hg clone,
or CVS if in a checked out CVS tree.

Normal usage remains:
        sh tzdata2netbsd =


To generate a diff of this commit:
cvs rdiff -u -r1.17 -r1.18 src/external/public-domain/tz/tzdata2netbsd
