Revert 2.46 changes that reorders the note sections and generates slightly
bigger files. e.g. on alpha:
2.46 -r-xr-xr-x  2 root  src   21664 Mar  3 18:04 test*
2.45 -r-xr-xr-x  2 root  src   21640 Mar  4 13:21 test*
