Additional build fix for ticket #1219:

        external/gpl2/groff/bin/troff/Makefile  (apply patch)

Adapt CC_WNO_STRINGOP_OVERFLOW makefile variable to the old
name used on this branch: GCC_NO_STRINGOP_OVERFLOW
