Pull up following revision(s) (requested by kim in ticket #11):

        usr.sbin/npf/npfctl/npf_build.c: revision 1.61

pcap rules don't pass filter options. Provide default filter opts
(layer 3 for compat with previous behaviour) to prevent npfctl from
crashing.
