- Reorder some event counters for readability.
- Rename some descriptions of event counters.
- Count Queue Bytes {Transmit, Receive} counter.
- Improve error check in ixgbe_check_mac_link_vf().
- Add new IXGBE_VF_GET_LINK_STATE message support.
  The VF's link state can be forced to down by PF.
- Update FCTRL after writing multicast filter.
- Update comments.
