binutils/config.bfd: Add mipsn64e? and misc clean up for mips*

- Introduce mipsn64e[bl].
- Sort targets consistently; o32 --> n32 --> n64 --> ecoff, eb --> el.
- Reduce diff from gdb/config.bfd (will commit soon).
