ioctl(DIOCRMWEDGES): Delete only idle wedges.

Don't forcibly delete busy wedges.

Fixes accidental destruction of the busy wedge that the root file
system is mounted on, triggered by syzbot's ioctl(DIOCRMWEDGES).
